Terry J. Harris

Terry joined the Wyoming Bar in 1982. For the past 25 or so years, he has focused on federal criminal defense. Prior to this, he focused on disability related litigation and also presided over contested case administrative hearings for the State of Wyoming. Terry served as the Criminal Justice Act Panel Attorney Representative for the federal district of Wyoming at the national level for a number of years. Terry continues to serve as a Criminal Justice Act Panel Attorney. Terry has been a member of the two legal teams that successfully represented Wyoming's last two death row inmates. That first team, led by expert death penalty counsel Sean O'Brien, along with Terry and co-counsel Jennifer Merrigan, succeeded in having the Federal District Judge set aside the client's death sentence and first degree murder conviction. Now, a second team, again led by Sean O'Brien, along with Terry and co-counsel Lindsay Runnels, succeeded in their efforts to have the Federal District Judge set aside the client's death sentence. In 2007, the Tenth Circuit appointed Terry to the Court's non-competitive review process that led to the Colorado/Wyoming Federal Defender's reappointment to a second four-year term. Following, in 2011, the Tenth Circuit appointed Terry to its Committee to Assess Candidates for the position of Federal Public Defender for the Districts of Colorado and Wyoming. Terry also served as part-time Senior Assistant Public Defender at the Laramie County Trial Division of the Wyoming Office of the State Public Defender.

Emily M. Harris



Partner



Emily joined the Wyoming Bar in 2013. Until the Spring of 2016, Emily served as an Assistant Public Defender in the Laramie County Trial Division of the Wyoming Office of the State Public Defender, serving many hundreds of clients. Initially, Emily represented mainly misdemeanor clients charged with mostly with domestic violence, driving under the influence, and drug possession offenses. For her first final year at with the Trial Division, Emily served clients charged with felony offenses ranging from drug distribution to aggravated kidnapping. Emily also has helped many clients successfully enter and graduate from the alternative courts in Laramie County. In the past, Emily served as the Defense Bar Representative for both the Laramie County Veterans Treatment Court and the Laramie County Drug Court. From the Spring of 2018 to early 2020, Emily served as a Senior Assistant Public Defender at the Laramie County Trial Division of the Wyoming Office of the State Public Defender, again focusing on clients charged with felony offenses ranging from drug distribution and property crimes to crimes against the person, including first degree murder. Emily serves as a Criminal Justice Act Panel Attorney. In addition to traditional felony appointments, the United States District Court for the District of Wyoming has been appointing Emily to assist clients seeking compassionate release. Emily serves as an Indigent Parents Contract Attorney for Laramie County.

Brian D. Quinn



Partner



Brian joined the Wyoming Bar in 2012. Brian has practiced a wide variety of law and tried both serious civil and criminal cases. Brian's experience has allowed him to hone in on the single area of law where he believes he can best serve his community - criminal law. The government's power to detain, charge, arrest, and incarcerate is a power that is all too often exercised in negligent, reckless, and even malicious ways. By providing his clients with a compassionate ear, common sense advice and ten years of legal expertise, Brian effectively levels the playing field between the government and the "little guy." Brian has successfully tried every severity of criminal case, from a speeding ticket to homicide. Brian has been there before. Brian joined Harris, Harris & Quinn, P.C. as a partner in October 2021, where he works side by side his wife, Emily Harris, and his father in law, Terry Harris. The position allows him to do the two things he enjoys most, spending time with his family and fighting the government on behalf of his clients. Brian has served as a Senior Assistant Public Defender and as an Assistant District Attorney. Brian currently serves as an Indigent Parent Contract Attorney for Laramie County.
